The poor creature barely escaped being hit by the passing vehicles. That is how one car trying to swerve away from the dog eventually got rear-ended by another car.

The cops later confronted the pickup truck driver, a 50-year-old man named Steven Illsley, and charged him with 2 counts of Class A misdemeanor animal cruelty and 1 count of reckless driving. He avoided getting arrested and was handed a summons. Another dog was also found in the bed of the pickup truck. As per onlookers, both of Steven’s dogs were tied behind the truck at one point of time.

Steven has defended his actions by saying that he was simply “corralling” his dogs, and that he didn’t intend to hurt or torture them. But the officers believe that the dogs were exposed to multiple dangers on the streets nevertheless. The owner’s negligence and recklessness not only endangered the innocent dogs’ lives, but compromised basic safety for everyone on the road. This investigation is expected to continue for a few days.
